Given the "wind problem", how would it work to check the string with a levelor 
catch a time with no wind, and stake the bottom of the sting or hold it in 
place with a weight on the ground.The object of the string being that with 
proper placement you could check the whole tower from one place without having 
to climb it with level in hand.

        Something you can do is to put the plumb bob in a bucket of water. That 
will damp the movement of the string to a large extent.
