This is the only mention of a ham tower in my city.
Are they saying;
1. I can only have a tower 70 feet high?
2. Or if I have a business tower the accessory (ham) tower can 
only be 70 feet.

Sec. 12.0.  Accessory antennas. 
This section governs antennas which are accessory to the principal use of a 
premises. Commercial radio and television transmission antennas, television 
receiving antennas for cable television systems, telecommunications antennas, 
and other antennas which constitute a separate business from the principal use 
of the premises or which are an integral part of the principal use of the 
premises, are not accessory antennas, and are governed by Article XIV.
12.1.Applicability.  Accessory antennas are limited to the following:  
A.   The following antennas which are accessory to residential use are 
permitted in any residential district:
1.   Radio and television antennas, other than parabolic antennas, which do not 
exceed fifty (50) feet in height and are located on the same premises as the 
dwelling to which they are accessory.
2.   Parabolic antenna greater than two (2) feet in diameter, which is located 
on the same premises as the dwelling which it serves, subject to the provisions 
of subsection 12.2.
3.   Parabolic antenna less than two (2) feet in diameter, which is attached to 
the dwelling to which it is accessory and does not extend more than six (6) 
feet above the roof line of the dwelling.
4.   Federally licensed amateur radio station antenna which does not exceed 
seventy (70) feet in height and is located upon the same premises as the 
dwelling to which it is accessory.
