Almost certainly that is the case. Another poster mentioned the
ultrasonic detector, which is another technique that basically looks for
the "hiss" of corona..
When it comes right down to it, finding this sort of thing is very much
an art, and some power companies have such an artist, and others don't.
And some are more motivated than others to do anything about it.
If it's a revenue loss thing, then they tend to be more motivated.
