Jim is right.  I used a simple variable L network to create the required phase 
shift to convert my CC XM-240 into a rotatable, phased array that works really 
well.  There's a Youtube video of me running some F/B tests with it if you 
search my call.

  The antenna compendium article had a continously variable shifter 
  (actually, a regular old T or Pi tuner, as I recall)

  There's countless ways to skin this particular cat.
