This is big challenge with managing hams (including myself) when they are in a 
business setting.  They're used to scrounging for the deal, which might 
actually cost more when all those other costs are factored in.  Three engineers 
in a meeting for an hour talking about how to save $200 on coax is generally a 
bad deal.

I'd say you described "frugal" or economically wise.  There is a huge difference between 
careful acquisition and "cheap". Kinda, sorta, similar to the difference between inexpensive 
and cheap. <:-))
