Gas discharge tubes (at least the second link is).

Most semiconductor circuits will actually take a short 100V transient, as long as there's sufficient series resistance to limit the current. It's not a whole lot different than ESD tolerance.

It's things where there's things like microprocessor pins directly connected to the outside world that are sensitive.
