I do not see how extending or retracting the copper tape changes the balance
point.  The same weight is on the boom.

Also, re the binding: Is the boom to mast connection at the balance point?
That might be ambiguous with a steppir's moving tapes, so perhaps retracting
the elements and then adding a weight in the end of the boom to achieve
balance would help reduce the binding.
