The issue with the large SteppIR's is that the boom is very flexible.
The balance is an "unstable equilibrium", where the balance point
is also the tipping point.  Conventional mechanical concepts based
on a rigid body are simply not applicable.  Side guying the boom
to an element helps the problem, but is not a panacea.
