I was told that IE is required to facilitate interfacing to some apps. So removing (if possible) is not a good idea but you can remove its icon ad pretend it doesn't exist.

To remove IE, go to windows "uninstall programs" and on the left side
look for "Turn Windows Features On/Off"
You should see IE as one of the programs that can be removed.
I only keep IE around cuz its good as a low-cost javascript debugging
tool. :-]
