Actually the two scenarios are the same - the safety climb needs to be run inside the rings and you must bite the bullet at each ring and do a little hooking and unhooking. Still relatively easy to maintain 100% tie-off.

in our universe, it is not only rare but exceptionally rare, to see a
safety line running the length of a tower.

While it may be rare to see a safety line, it should not be so.  I can
recall several unnecessary deaths (in one case a close friend and guest
operator at my own station) that would likely have been prevented by
proper safety equipment.

As I plan a new set of towers, I fully intend to investigate built in
fall arrest (safety) systems to the extent that they are compatible
with rotating towers and/or ring rotators.
