Based on the definition below, the purpose appears to be deaingl with 
structures that are in otherwise unoccupied areas where aircraft might legally 
operate below 500 feet outside the immediate vicinity of an airport.

Crop dusting comes immediately to mind. Perhaps medevac helicopters as well.

There is an "exclusion" ... any
"covered" tower "adjacent" to a
house is excluded.

Couldn't find a definition for
"adjacent" in the Bill.
