I also do not buy Guy's premise. But the way to confirm it,whether the line is parallel or twisted,would be to first build a length of it, measure it with a good vector analzyer from one end with the other end open and again with it shorted, then export that data to AC6LA's excellent ZPlots Excel spreadsheet, which will compute loss vs frequency and plot it. It will also compute Zo and VF vs frequency and plot it.

Then expose the line to the elements for as long as you think is necessary for degradation to occur, then take it down and repeat the measurement.

The vector analyzer data, post-processed by ZPlots, is FAR more precise than a Bird. The AIM, SARK, N2PK, and VNWA units can provide very good data for this use.
