I think I have finally figure this out - and some others might see
the same "problem".
I change how the serial port behaves when it isn't being used for
a CW output port as well as a serial communication port. I go ahead
and assert the RTS/CTS type signals so that if you use a full cable
to connect to the radio or TNC, it will work.

- TR now uses its own serial port initialization routines. This has at
least two advantages. First, if your BIOS doesn't recognize your
serial port, TR will still try to initialize it. Secondly, TR now
turns on both RTS and DTR signals which is the more "proper" thing
to do. However, if you also assign the serial port as a CW output
port, the signals will be used for CW and PTT instead.
So, if you leave your CW or PTT interface connected, your radio will
be keyed.
The solution is simple - keep the KEYER OUTPUT PORT command in the
LOGCFG.DAT file so the program won't assert these signals.
