Thanks to Ingo SM5AJV I have now a good solution that recognizes only the
domestic call areas (OH0, OH1, OH2, ...) as multipliers. Here is the
configuration steps in short:

1. Set DX MULTIPLIER = CQ EUROPEAN COUNTRIES and PREFIX MULTIPLIER = NONE
2. Change the continent id of all other European countries except Finland
and Aland Island in CTY.DAT file from EU to EN
3. Add all domestic call areas as their own countries to the CTY.DAT
according to Jaap's PA2F intructions

4. List all domestic call areas as REMAINING MULTS at the end of CTY.DAT
e.g.
REMAINING MULTS
OH0 OH1 OH2 OH3 OH4 OH5 OH6 OH7 OH8 OH9

Everything works fine if you remember to swap the right CTY.DAT file for the
contest and you do not overwrite your special CTY.DAT file when updating the
TRLog to the newer version. To avoid this kind of problems I strongly
suggest to TRLog developer(s) to implement a configurable path and file name
for the country information file in TRLog e.g. CTY FILE =
\LOG\OH-TEST\NAC\NACCTY.DAT. If there is no path and file name defined in
.CFG the program will look for CTY.DAT from the default directory (program
root).
