Here is my config.sys file that works on my computer with 7.00.

Can't remember much about this computer as it is pretty old.  It is a
Gateway P5-90 upgraded to a 133Mhz.  FWIW

DEVICE=C:\WINDOWS\EMM386.EXE NOEMS

I tried fooling around with that file with no luck. What exactly does your
file have in it?
