I think I can clear up some of the confusion.
I agree that the FixedSys font has been in Windows forever. If you
want the Andale font see http://www.microsoft.com/typography/fontpack/
for the font which is free from Microsoft.
Depending on what you want to do the fonts are quite different and
neither may what you want. Both are fixed (monospaced) fonts which
look good in tabular applications. FixedSys is a bitmapped font of
size 9pt only and scales to other sizes very poorly. Programs such
as Microsoft Word and Wordpad do not see FixedSys as being available
while Excel does see it (this may be why you don't think the font is
installed). Andale on the other hand is also a monospaced font but
is a True Type font and can be scaled to any size. The weakness of
monospaced fonts is that they take up more space than proportional
fonts such as Arial. I made a font called ArialSlash which is the
Arial font with the zero having a slash in it. You can easily put the
slash in the zero with demo versions of font creation programs.
Personally the Andale font works quite well and is very easy to read.
If I remember correctly FixedSys at 9 point required just about the
same space as Andale at 10 point.
