[WriteLog] ARRL 10m Test Time question...

I interpret what they've said to mean 140000Z December 02 to 152400Z
December 02 (using your Military notation - I used to be in MARS where we
used that too).

They reference the day in terms of UTC - not any other time zone for
clarity, to be clear that it is the full 48 hour period.

It also denotes starting at the beginning of the 14th, and ending at the end
of the 15th.

I agree that it should be changed to 152359Z to be more accurate.
