From the rules page (copied/pasted):

POINTS:

10 points for each QSO with LZ station
3 points for each QSO with other continent
1 point for each QSO with the same continent (own country included)

I would assume from this that anyone can work anyone, as there is a 7 point bonus for working LZ stations, and a 2 point bonus for getting out of your own continent...

Plus, this example of a Cabrillo file they give (copied from web page) shows ER3R working HA9RU, so I guess anyone can work anyone...

One more example of a contest log in CABRILLO format <http://www.kkn.net/%7Etrey/cabrillo/spec.html>:

Does anyone know whether a non-LZ station is allowed
to contact another non-LZ station in the LZ DX contest? The rules website that i was looking at
was not very explicit about this.
