I fooled around with different resistors but just couldn't get it to work. If I manually ground the pin, I can hear the two tones.

Which tone do you hear? Is the interface permanently keying, or permanently not?

It sounds like something very simple that you hadn't spotted, like a broken, shorted or wrongly connected wire in the new adaptor lead to the 746 (that DIN pin numbering can be tricky).
