Yes, that is true.  However, what is the point of needing to "clear memory"? 
Any well-written program will allocate memory to itself before it uses it.  It
will not read from a location that it has not first written.  If it does, well,
powering off the computer to "clear memory may forestall problems, but the
software is buggy to begin with, and needs to be fixed.
