[WriteLog] Mouse Wheel question

I like to tune CW and Data using the mouse wheel, at times.  In my
WriteLog.ini file I have entered Mouse_Wheel_Hz=3, but I get 30Hz per
wheel detent.  If I change the ini to =30, I get 300 Hz per detent.  I
cannot get 3 Hz per detent by using =0.3--in fact, it does nothing.

Anyone else seeing this?  A head check may be in order.
