I think you USA guys seriously underestimate the level of QRM that is normal in Europe. 40m in particular, being only 100kHz wide, with only half of that available for SSB, has heavy QRM everywhere

He's probably running a lot of power, but power alone cannot account for the difference. Let's think about this: he's 20dB over S9 with you, and the antennas and propagation work the same both ways.
