10 ohms at 10w is ok for up to about 2800v. IMO, the fault (glitch) current should be limited to about 200A. At 5kV, that's 25 ohms. I would try using a 25-ohm, 100w rated non-adjustable, glass-coat

I'm beginning to get a little confused here about the FL2000 amp. I have one report that says it uses 6KD6's ( 4 each) and another which says it uses 572B's.!! So who's right ??? It can't be both way
