I think you totally misunderstand AGC THRESHOLD as applied in the Orion. The RF gain control in the less modern receivers you refer to does much more than simply change, as a byproduct, AGC threshol

This is true. It's certainly better to have a separate AGC threshold, as in Orion. Unfortunately, AGC Threshold control on Orion is an ergonomic disaster. It should have had a knob assigned to itself
