Well, there was some arcing at the ground block in the past, so I lifted the coax to slip on the ferrites, and the voltage is still there, but the current is low enough the ground takes care of it -

Well, as I took out a VOM and measured both the voltage and conductivity to bonded ground in my house, and the CATV shield to that ground, I think it's on the cable companies end - it isn't even hook
