Through trial and error I've discovered it's actually the other way around. "Sub-Rx Slot 1" in the menu controls the slot toward the front of the Orion, marked F1 on the board and F3 on the cover. I

The cover is marked with one end saying "toward front of radio". Perhaps they initially provided the filter cover from an Eagle and they eventually made a different cover for the RX-366. No worries,
