I have a question about rule 2.3.7 which states: 2.3.7. Rovers are permitted to use APRS. Rovers using APRS transmit only their call sign and position. Any multi-op station may access rover APRS data

It says right in the rule that rovers can use APRS.. the only limitation is that the tx call and grid only, they cannot use the "instant" messaging features and stuff like that.. why does it have any

the rule states that rovers may use APRS.. it lists no exceptions at all other than they TX call and location only. wouldn't "Spotting" require a frequency location.? pretty useless with out knowing
