I was advised by a G3 on the PSK reflector that Europe doesn't have allocation below 1810, thus rendering the ARRL bandplan inoperative for weak signal dx work on psk. Can anyone on here confirm that

The Belgian rules: 1.81 - 1.83 Mc/s 150 Watts or 1000 watts, if declared to the IBPT ( FCC eqv. institute ). NO amateur protection. 1.83 - 1.85 Mc/s same rules as before, but this part of the band is
