Lee,
Technical you are correct... but Ryely and Reality ? now that is a leap
and a true test of faith.
It looks like they must be on opposite orbital tracks.
I do not know of any operator on the East Coast who at this point  even
bothers with KG2BU and his wide band operations
said having been going on for the last  year plus ++ with no official
action from any august body.
So the reality looks like that its nice that we have all of the "word"
but  it looks like in Riches  words it  is a "joke on all of us"
