I have used the Metal Oxide resistors available in Digi-Key (Panasonic and Yageo) for the same purpose. They are flame retardant and handle high surge currents. 0.82 ohms is listed as a stock value in 2 watt rating. High voltage may arc across the small body when open but that's still preferable to the short circuit situation.
