Thailand is 100% 220-240VAC.
I have never seen a home here wired with
more that the equv. of #16, two wire
going to everything. Nothing built before
about 2000 has any grounds at all.
Plug in the brand new MacBook Pro and
there is about 25-35 volts on the new
metal case.... why? but not when on
100% battery of course.
My house is always at 230VAC (can't see
the spikes on my meter) but the little
house in rural HS goes down to
170VAC regularly and stays there! 73,
