Semtech has produced a component numbered SA1388-1- at least for military
purposes. I found a report named :

I am sorry to say this deals with a mechanical problem only--
no electrical specs found.
But at least Semtech did produce it... :-)

"6824" could relate to the manufacturing date code of the 24th week of
1968,
although I've not seen many four-digit date codes used on components
before
the mid '70s. Semtech was around in 1970 when Alpha produced its first
two
amps, so perhaps it's a valid date code.
I checked my Semtech data sheets and find nothing on it.
