A larger protection resistor is better because of
its sustainability against any surge current.
A small watt resistor can be used but it will act as a fuse.
I again recommend 30-50 ohm 25-100 watt resistor.
I have written a page of bleeder and surge protection unit
here:
http://equina.web.fc2.com/bleeder_unit.html
I am using this type of protection resistor with bleeder
resistors on a common glass-epoxy board in my HVPS
for insulation, heat dissipation and modular configuration.
