Used Altronic loads like the 9705 are typically under USD $500 used and about 
$900 new. The 9705 is good to 5KW and higher power models are even more 
prevalent on the used market.  They do require running tap water at about 2-5 
gal./min. and can be connected with a standard 3/4-inch garden hose.  A flow 
sensor is interlocked with the transmitter to kill power when flow drops. 

During college, I used a 25kw model connected to a deep sink.  Crank the tap on 
the faucet and start pumping out serious power.  Hot water output is dispensed 
in a sink drain.  Even at 25kw, the resulting water with adequate flow feels 
quite warm but never hot.
