No, plain and simple. It's called intentional interference.
Anyone who has contested for any significant amount of time has been both the
interferee and the interferor. It's bound to happen simply because there's no
guarantee that you'll be able to hear both sides of every QSO. The question
is, what do you you do when a station who was on a frequency first asks you
to QSY?
The only civilized answer is you move.
What would be the point of QRL? or dididahdahditdit if, when the answer came
back didahdit or dahdidahdit you just went on CQ'g anyway?
Intentional frequency stealing is no different than cutting into line at a
movie theater or intentionally cutting someone off on a freeway. It's just
bad manners.
