Most, if not all, the Hy-Gain rotators are notorious for the brake
sticking. This has been going on for at least 15 years and probably
more. They refuse to fix it. 

Just try rocking it back and forth and it should break loose
eventually, and next time buy something else. Personally, I like the
Alfa Spid which has no brake at all, relying simply on a high gear
ratio to hold the antenna in place. There are others just as good.
Hy-Gain should be ashamed of themselves.
