Mal is right. Just as in non-ham life, the rule is what counts, not
what someone at the ARRL says about it. 

Just think: If you were hauled into court for doing 90 in a 65 zone
and you say to the judge "a cop told me it was ok", do you think the
judge will find you not guilty? Even if the cop testified that yes, he
did actually tell you that?

Same thing here. If you don't like the rule, work to have it changed,
but don't just break it because you feel like it.
