Hi Andrew,
For the less-than-half-a-minute it might take to do so, simply work them...
Why be rude & otherwise "turn off" a fledgling future contestor...? He / she
will learn soon enough the error of his / her ways when he / she attempts to
submit his / her log entry, anyway.
The consequent embarassment that would befall them after they've seen the
error of their ways will either (A) make them swear-off contesting forever,
or, (B) make them more prudent & prepared---and in-time!---for the next "big
event".
