let a station only win in a particular division only once every 5 years
if club spongers a plaque, no one associated with the club can win it
if the ARRL sponsors a contest no one associated with or that is a member
of the ARRL can compete.
doesn't this sound like most contests we hear on TV or the radio? (no one
can enter that is a employee or their immediate family etc etc)
