All you have to do is plug in a prefix into your contest software and see if it 
exist on SCP.  If not, its super rare.  If it only exists once on the database, 
its pretty unusual but exists.

Any prefix that you don’t already have.   :-)    With about 1,000 potential US 
prefixes already licensed but so many of them inactive in contests, hundreds of 
them could be considered fairly “rare”.
