Yes and no.

The ARRL is a forwarder but any forwarded email passes through their
spam filters.

I've confirmed this because I've had members complain about emails
being delayed/not delivered and have had these referred to ARRL IT
tech support. As it turns out it was hung up by spam filters. So yes,
there are spam filters.
