For many years, VY1JA solved the pileup problem by doing mostly S&P. 
It's a very easy and very effective solution. Just tune up or down the 
band, calling CQing stations with a TX offset of a few hundred Hz. In 
Sweepstakes, I can hit rates approaching 1 QSO per minute.
