[ct-user] v 9.28 cw broken?

I think it's broken, more ways than one.  Our group has IBM
386 computers with 2 meg of ram. 9.27 was tested extensively
and functioned well.  Due to the 'section' problem we tried to
upgrade them to run 9.28.  We couldn't because the program keeps
crashing and saying 'out of memory'.  I noticed the program size
grew quite a bit between 9.27 and 9.28.  By the way, we are using
the CW out the comm port.
