Hal,
Using the contest template editor (TE.EXE), open WAQSO2.CRT
Adjust the variable "Count Points By" to read CW=2, SSB=1
Then adjust the power mults (5w, 150w, and 1500w) to all read 2.
It should then score the QSO's appropriately.

P.S. You may need to choose CQ.CTY or DXCC.CTY down at the bottom of the
screen. It has been my experience, recently, that if you use the TE.EXE
utility, and you choose NONE as the DX multiplier (because you do not need
one) you will get an error that NA cannot find the NONE multiplier file -
select CQ or DXCC just in case.
