It is all relative; it doesn't have to make sense.  What is slow to one may
be fast to another.  All three AGC variables should have the same ranges....

It helps to read the manual.  See page 33.

The decay setting ranges in SLOW/MED/FAST AGC positions are 
restricted to values that make sense for those AGC speeds.   
Programmable AGC is settable over the entire decay rate range of 5-2000dB
second.

It wouldn't make sense to have the "slow" AGC position be settable to
80dB/second, 'cause that isn't "slow", any more than it would make sense to
have "fast" agc settable to 2000dB/second, because that's essentially "off".
So there are ranges that make sense:

Slow -- 5-20dB/second
Med -- 20-80dB/second
Fast -- 80-200dB/second
Prog -- 5-2000dB/second

Before anyone complains that they should have just made all of the AGC
settings totally variable, just remember that with absolute certaintly,
there's bound to be someone else who would have wanted it some other way.
So this way, you get both.  Be happy :-)
