The torchiere lamps, if they are halogen, are also fire hazards. Your
local utility, fire, or public works department might back you up on
this. In my town, they sent out letters offering a trade-in program to
get rid of them. You might be able to point this out to the neighbors,
if it is a neighbor's lamp.
