The lowest temp starting is -4 on those by Phillps sold by Home Depot.  The one 
I had was called a cold starting LED floodlight, good to -40, but it put out 
hash on 20 m.  I took it back for refund.  
I have LED in my shack lamps and all are RFI quiet.
