A general accord between the times and rules would be helpful. (The
important thing is that the rules be the same for out-of-state
participants)
However, not everything has to be identical. For example, the suggested
frequencies might be (purposely) different.

You know, we should try this next year, and if it gets rolling, we should
ask other states to join in. Does SC have a QSO party?
AL/GA/SC covers a lot of ground, but it is largely within the domain of
the SECC. By that alone, we can guarantee a lot of activity.
