There is some freeware on the internet at:

You might have to surf that site a bit --- but VE3IAY has written very good
programs which will:
1) put frequency data back into a TR-log dat file
2) enable FREQ readout to go into your Cabrillo file
3) convert Cabrillo with FREQ to ADIF (also with FREQ)
My own experience has been to convert Cabrillo to ADIF then use ADIF with
Trusted QSL before uploading.
I've done that with about 4,000 QSO's in the last few years all of which
uploaded successfully into LOTW.
And for the record, I HAVE NEVER BEEN ABLE TO UPLOAD A .CBR (or .LOG) FILE TO
LOTW USING TRUSTED QSL! I always get similar error messages to what you
reported.
