Interesting. Here in Israel, the ARRL (and the other VEC's) were asked
not to give tests when VE testing started.
The restrictions recently have been loosened so that on a case by case
basis the testing may be approved by the Minsitry of Communications, but
only for US Citizens. Native Hebrew speakers are only allowed if they
pass the Israeli tests first.
